Assistance needed for Lyle (Rocky) Neptun (R.I.P)

I just want to inform those who knew Lyle (Rocky) Neptun that he died December 7 in Tijuana, Mexico. I heard he had been murdered. As of this moment he is still at the morgue as we cannot get information that isn't conflicting on how to get him out of Mexico. The American consulate hasn't been to much help.
