Tijuana Adult Entertainment Signage Crackdown

There are laws in Tijuana that forbid the advertising of such espectaculos in ways that offend or harm public morality; yet, downtown billboards and banners display female buttocks eight feet tall and ten feet across on the sides of buildings or hovering over doorways.

Miguel Ángel Zavala Pantoja, head of Tijuana’s Dirección de Administración Urbana, warns that proprietors who continue to defy the admittedly ambiguous regulations could have their businesses shutdown for failure to comply.

Some 35 businesses were notified that they were in violation; 20 billboards were modified, ostensibly within what is considered legal limits. However, 10 such banners/billboards have remained unmodified.

In the future, those who plan on using risqué visuals to promote their businesses will have to present their imagery plans before a review committee
