Homeland Security grant to send nearly $17 million for weapons, surveillance to San Diego region

Reports came in about a large fight at the intersection of University and Chamoune. One report indicated there was an injured male lying on the street.
Responding officers found Jose Herrera-Velasquez, 39, on the street, suffering from stab wounds. Paramedics attempted life-saving measures, but the victim was pronounced dead at 11:52 p.m.
Preliminary investigation reveals that Velasquez and several males were involved in a gang-related violent altercation. After this altercation, another male fled the scene in his vehicle and was involved in a traffic accident at 3600 Chamoune Avenue.
Officers discovered that this male, 23, was also suffering from stab wounds. He was transported to the hospital. Believed to be a suspect in the murder, he was arrested.
Homicide detectives believe there are more suspects involved.
