This is a Fresnel lens from the "New" Point Loma lighthouse, on display in the exhibition building next to the "Old" Point Loma Lighthouse. There was also a third lighthouse in San Diego, located at Ballast Point. The lens from that lighthouse is also on display in the exhibition building.
