Two dead girls near Ensenada and one missing in Tijuana equals 3 cases. And that is just is what is reported. There are many many people that disappear there that are not reported as it is assumed they moved on to somewhere else.

Oxxo Stores Proliferate in Tijuana

In the US a chain will generally give a protection that another store of the same franchise will not be opened within a certain distance. This gives some degree of the chain not competing against itself. OXXO apparently has no such concerns.

Tijuana Bordello Busted

I'm not guessing, I have read the laws in the Codigo Penal and Codigo Civil of Baja California. Prostitution is not illegal as a whole but many aspects are. Underage or mentally unable are illegal, pimping and pandering is illegal, manifestation is illegal, brothels are illegal. Certain of the laws are overlooked within Zonas de Tolerencia like La Cohuila section of Zona Norte.
