So if we produce more than enough to meet our needs and provide some excess to the grid we still have to pay for what we use in the off hours? Speaking of statistics, Social Security just announced no COLA for the upcoming year due to low inflation while the Fed is being urged to raise the cost of borrowing to curb inflation. SSA apparently counts fuel costs in its inflation calculation but food and energy are left out of the regular inflation stats used by the Fed because they are too volatile. Ponzi, thanks for a great explanation of some of the little known sweet deals built into Prop 13. Lots of new buildings downtown are actually "remodels" that leave a wall or part of a wall standing from the original structure and then build a huge complex around it. I had heard that this was to avoid permit fees for new construction but it sounds like it could also maintain the pre-prop 13 tax rate. Is that correct? One other issue, are descendants of prop 13 homeowners required to live in the house to maintain the exemption?— August 28, 2015 11:26 a.m.

One problem with prop 13 is that while it was touted as a way to keep grandma from being taxed out of her home, it also allows grandma's children to keep the prop 13 status when she passes on and leaves the house to them. My neighbor owns a house that his step mother left to him several years ago. He pays only $300/yr in taxes on the house per the assessors office.— August 26, 2015 4:32 p.m.
