Typical. Big crackdown and then when attention wanes, nothing really happens. Over the many decades I've lived in this border region, I have lost track of the number of times the TJ police department has been cleaned up and "reformed." Massive firings of cops every time, yet a few years later it's back in the same old fix.
Years ago it wasn't about drug trafficking, it was about simple stuff like shakedowns, prostitution, sales of illicit contraband, and really basic stuff. And even then the corruption was impossible to eliminate. With all this drug money sloshing around the country, can all misery be eliminated? I doubt it.
