Catherine Langlois and Jean-Pierre Langlois model the potential for cooperation between a donor and a host country to counter the activities of a terror group operating within the host country’s borders. They represent the interaction between host, donor, and terror group as a discounted repeated game, and introduce imperfect monitoring to assess the impact of uncertainty on cooperation and deterrence.
