He explained the passports of two men who were arrested by municipal police, are legitimate, but they still require a check of legitimacy.
A Tijuana resident of Chinese origin and a Mexican were arrested under suspicion of trying to smuggle six Chinese citizens. They were detained by Metro Popotla and it was later found the individuals had foreign documentation.

TIJUANA, BC - The city of Tijuana is the most vulnerable area in the country because of seismic risks, and it is where inhabitants are of least concerned said the State Director of Civil Protection Alfredo Escobedo Ortiz. This is due to its buildings, the amount of inhabitants, the number of failures and because it is where citizens worry the least, he explained.
On the other hand, he said the residents of the Valle de Mexicali request more training to deal with these phenomena due to the constant activity in that part of the State, and because in 2010 it suffered one of their heaviest blows.
Statements by the Director of Civil Protection were made during the announcement of Civil Protection Week from September 17 – 21. DEPC Civil Protection Week activities will also extend through 24 to 28 September with a workshop called Echo Missions, where the Interior Ministry shall certify first response personnel in Baja California. On September 19, a State evacuation simulation of an earthquake will take place.
With the aim of promoting the culture of civil protection and in commemoration of the 27th anniversary of the Mexico City earthquake, the BC Directorate of Civil Protection announced the State Civil Protection week from September 17 - 21.
The SCPD spokesperson, Alfredo Escobedo Ortiz, reported in a press conference that there would be training, education and civil protection growth events in the State with activities in Tijuana and Ensenada.
During the first day, on September 17, a course in "Psychological First Aid” will be provided which has to do with the behavior faced by people and rescuers during a major contingency and will emphasize the importance of being mentally prepared to respond to contingencies.
On Tuesday, September 18, another course called "Communications in Crisis" is related to operation centers of operations and communication that would take place.
Alfredo Escobedo Ortiz, said on September 19, there would be a State earthquake evacuation drill, a simulation exercise that has been held in past years and observed by BC media stations, where you can listen to recommendations that must be followed in homes, schools, businesses and institutions in the event of an actual accident.
Thursday, September 20 will address the theme, "The effects of electric currents in the human body and its regulation", to raise awareness about the management of electricity, since an accident of this kind can happen not only in industry but also may occur in the home, hence the importance of providing information on the subject.
The State official indicated on the same date, Thursday at 10: 30, a DEPC Office in Ensenada would open to expand services in the municipality and the South East part of the state.
On Friday, September 21, a massive exercise of those trained in civil protection topics over the past four years will take place.
Alfredo Escobedo added the activities from September 24 - 28 would include a workshop called Echo Missions, where the Interior Ministry will certify Baja California first response personnel in order to integrate them into a database of qualified persons who have the experience and tools to respond to emergencies that occur in the country or elsewhere in the world.
