Officer Saved from Beating, Dies in Accident (AFN, 12/31/12)

TIJUANA, BC - Police officer Julio César Durán Flores, just got well after a beating on May 3rd by military elements, on the orders of Tonatiuh Ruiz Delgado, then Commander of the 28th Infantry Battalion, but he could not survive a vehicle accident that occurred north of the port of Guaymas where he died, according to official information.

Back then, military elements dragged four police officers to military installations and beat them in wild way; among them was Durán Flores. His injuries did not require hospitalizing, but at least two of the colleagues were very seriously injured.

Now, however, he died in the accident which took place on the 29th around 1:00 p.m. according to information posted on http://www.expreso.com.mx in the State of Sonora. Federal Police at that port indicated that the event took place at KM175.

The Police officer was driving a grey 1998 model Yukon with California plates and traveling from Tijuana with a destination in Culiacan in Sinaloa State. Durán Flores was transporting three others, identified only as Cinthya Yadira, Jorge and Maria.

They told police before the accident, they heard the sound of a tire blowout then left the car left the roadway. Cinthya Yadira reported he was in not considered in serious condition, but died due to the internal injuries he suffered. He was going to return to Tijuana was returning to work.

According to the Director of Police and Municipal transit, Francisco Javier Viruete, confirmed Durán Flores wasn't going to Culiacan but returning from Mazatlan where went to visit his mother. He was returning to Tijuana to participate in New Year's Eve Operation checkpoints this evening, precisely to avoid accidents.

He was appointed as Deputy Chief on October 9th in delegation Sánchez Taboada and in recent days was serving as official in Playas de Tijuana. He was recently awarded by his superiors after participation in the capture of a few murderers. Mexico, DF - In Mexico, 88% of car accidents are due to human error and can be avoided if drivers adopt safety measures on the road, according to the Center of Experimentation and Road Safety of Mexico (Cesvi).

"Crashes in the country would be reduced drastically if drivers are cautious when making turns, passing through busy intersections and reduce distractions in the vehicle", recommended the Agency.

According to Cesvi data, 24,000 deaths are reported annually in the national territory as a result of vehicular mishaps.
